Refusal to repair is remarkably common. Despite the fact that an owners corporation has a "duty" to repair and maintain the common property many owners find themselves in the situation where other owners refuse to repair stating one of the following reasons:

• it is "too expensive" to repair
• there is "no money" in the bank to repair
• it is "not necessary" to repair, let's "paint it" instead
• I do not agree to repair (probably for one of the reasons above)
